National requirements for rolling stock revised

In the Public Information Bulletin of the Polish Ministry of Infrastructure a list of relevant national technical specifications and standardization documents has been published, the application of which enables meeting the essential requirements for the interoperability of the railway system for rail vehicles. These requirements are included in the Register of the President of the Office of Rail Transport.

The newly published Register of the President of the Office of Rail Transport is a document approved by the European Union Agency for Railways and replaces the Register which was in place since 2017. The part revised concerns rolling stock. The parts still unchanged are infrastructure, energy, control-command and signalling. The update of these parts of the Register will be published after the consultations with the European Union Agency for Railways are completed.

The previous version of the Register (which was in force since 2017) may be used to evaluate projects related to rail vehicles for which an agreement has been signed to carry out the EC verification process of the rolling stock subsystem or the control-command and signalling subsystem before the date of publication of the revised version of the Register (i.e. December 7, 2020).

The requirements for vehicle's compatibility with the network are set out in Table A of the revised Register. The change introduced is the removal of provisions on non-compliance with the network (not related to the technical characteristics of the existing railway network in Poland), provisions which were inadequate or repeating TSI requirements.

Moreover, after an analysis of Part A of the Register and market consultations, the requirements for vehicles not covered by the TSI compliance assessment, which were included in Table B of the Register, were updated. Table C covers national requirements necessary to obtain a permit to place a road-rail vehicle on the market and to which TSI requirements do not apply.

The legal basis for issuing and publishing the Register of the President of Office of Rail Transport is Art. 25d para. 2 and 3 of the Railway Transport Act of 28 March 2003.
