The Certification of entities in charge of maintenance

In line with Commission Regulation (EU) No 445/2011, entities in charge of the maintenance of freight wagons must undergo the certification process. In Poland the ECM certification body is the President of UTK; however, entities can also file application to foreign certification bodies. It is worth bearing in mind that an ECM certificate issued in an EU Member States is valid throughout the EU.

Charges:

The charges for issuing the ECM certificate are calculated on the basis of the Regulation of the Minister of Transport, Construction and Maritime Economy of 2 May 2012 on chargeable activities performed by the President of the Office of Rail Transport, and on the amount and manner of charge collection (consolidated text: Journal of Laws of 2014, item 1016).

The condition for launching a procedure for issuing the part A safety certificate is the payment, pursuant to § 2 (1)(b) of an entry charge in the amount of 100% of the minimum rate for a specific activity, i.e. PLN 7000 for an application for issuing a safety certificate, under item V of the Appendix to the aforementioned regulation.

The charges for issuing an ECM certificate (including entry charges) should be paid to the bank account of the Office of Rail Transport.
