Marcin Trela appointed as Vice-President of the Office of Rail Transport

On 30 March 2021 Polish Prime Minister, Mateusz Morawiecki, appointed Marcin Trela ​​as Vice President of the Office of Rail Transport for rail market regulation. He commenced performing his duties on 1 April 2021.

Marcin Trela ​​has been working at the Office of Rail Transport since April 2013. Until his appointment as Vice-President he was Director of the Legal Services Department. He participated in settlement of disputes between infrastructure managers and rail operators concerning access to railway infrastructure, access charges, open access proceedings, licensing of rail operators and illegal practices violating collective interests of passengers in rail transport. He represented the Office of Rail Transport before administrative courts and common courts of all instances and the Supreme Court in several hundred disputes, gaining unique professional experience in this area. He actively participated in creation of a new legal framework for rail market in Poland, attending legal committees of both Houses of the Polish parliament.

Marcin Trela ​​is attorney-at-law, a graduate of the Faculty of Law and Administration of the Maria Curie-Skłodowska University in Lublin. He completed various postgraduate studies: in commercial and corporate law at the Maria Curie-Skłodowska University in Lublin, in competition and regulation of network industries at the Faculty of Management of the University of Warsaw, in competition law at the Institute of Legal Sciences of the Polish Academy of Sciences, and in transport and forwarding at the Warsaw School of Economics. He obtained a certificate of professional competence in road haulage.
