In the 2016 IRG-Rail report, particular emphasis has been placed on national practices in terms of regulation and monitoring of the quality of rail passenger services.

Rail market monitoring is a vital instrument for enhancing market transparency, setting directions for the activities of regulatory bodies and encouraging market participants to improve their activities. IRG-Rail has been publishing since 2013 its Annual Market Monitoring Reports, prepared by Market Monitoring Working Group.
IRG-Rail is the Independent Regulators’ Group – Rail, a network comprising independent rail Regulatory Bodies from European countries. UTK joined IRG-Rail in 2012.
